CONTRACT ADMINISTRATOR  

Primary responsibilities center on the accurate and timely set up and processing of all awarded contracts. Upon award, administrator is responsible for reviewing contract specifications to determine its requirements. Set up responsibilities include securing the required documents for insurance, bonds, certified payroll and billings and setting up projects in complete working files and in the Company’s accounting system. In-process contract responsibilities include processing monthly pay applications and inputting billings into the accounting system, documenting and monitoring contract change orders and providing support for work in process tracking.   

Essential Functions

Contract Administrator Responsibilities

  • Enter incoming contracts into Access database and MAS 200.

  • Order all performance and payment bond and insurance requirements.

  • Set up new sales order and budget costing in MAS 200.

  • Prepare accurate and complete files for engineering, manufacturing, project management and
     accounting.

  • Execute all contract requirements accurately and return to contractor on time.

  • Scan contract documents onto the server for Project Manager’s use.

  • Process change orders and follow up with Project Managers to insure proper documentation is
    completed.

  • Obtain copies of subcontract agreements and insurance from the PM Assistant for the     contract files.

  • Process and submit monthly billings and lien waivers accurately and on time.

  • Prepare and submit certified payroll reports when required.

  • Close out completed projects in MAS on a quarterly basis.

  • Prepare close out documents for completed projects.

  • Provide back up support for work in process tracking as needed.  

Additional Responsibilities

  • Provide back-up telephone support to receptionist.

  • Perform special projects, as assigned.  

Experience

  • 3-5 years experience in the construction industry with general contractors and subcontractors.

  • Extensive experience in processing construction contracts.

  • Experience in reviewing and interpreting subcontracts with AIA and Consensus Documents.

  • Management of ongoing contract processing for at least 20-30 projects.

  • File management responsibility for at least 50 projects.

  • Familiarity with IT accounting packages for medium sized businesses.

  • High proficiency in Excel and Microsoft Office.

  • Ability to create database queries. 

  • Experience interpreting the general conditions of architectural specifications for contract requirements.

  • Experience with multi-line telephone system.

Position Summary:  

The CFO maintains executive responsibilities for all corporate and regional financial operations,
including general accounting, working capital, capital expenditures, debt levels, taxes, internal auditing, cost accounting and budgetary controls. The CFO provides comprehensive financial analyses of the operations to support strategy and investment decisions. The CFO's primary responsibility is to advise the President and CEO on financial and operating issues in a timely manner and to contribute as a leader and participant to the conception, execution, and communication of corporate strategy and policy.

§  Development, analysis, and interpretation of statistical and accounting information in order to appraise operating results in terms of profitability, performance against budget, and other matters bearing on the fiscal soundness and operating effectiveness of the organization.  

§  Create, coordinate and evaluate the financial programs and supporting information systems of the company to include budgeting, tax planning, real estate and conservation of assets.  

§  Maintain communications with the executive management team to provide relevant fiscal information and to coordinate and prioritize planning.  

§  Approve and coordinate changes and improvements in automated financial and management information systems for the company.  

§  Analyze costs and identify key business metrics, making recommendations on process improvements and internal cost controls that will benefit the company.

§  Set up and oversee all financial and operational controls and metrics within the organization. 

§  Provide direct supervision of top regional accounting personnel, including goal setting, performance management, coaching and leadership.  

§  Manage and evaluate the performance of personnel in the Corporate Accounting Department and assist with performance management with other related personnel.  

§  Establish a development plan for each individual under CFO direct supervision, ensuring that all members of the staff operate at the highest level of skill necessary to meet company needs and objectives.  

§  Manages the company's system of accounts and keeps books and records on all company transactions and assets; responsible for all subsidiary ledgers such as cash disbursements, cash receipts, payables, receivables, month-end payroll summary, and journal entries.  

§  Provides the Board of Directors with financial information including budgeting, actuals and forecasting.   

§  Supervise and ensure proper preparation for annual financial audits.  

§  Establish and maintain relationships with banks and other financial institutions.  

§  Responsible for tax planning and compliance with GAAP and all federal, state, and local corporate, payroll, and other applicable taxes.  

§  Analyze business operations and provide useful, efficient, internal and external reports as needed.  

§  Involved with analysis and strategy supporting union negotiations. 

§  Lead the effort on any merger/acquisition due diligence activities. 

§  Establish and maintain appropriate internal control safeguards.

§  Interact with other managers to provide consultative support to operations, planning, budgeting and other support through financial management, analysis, and reporting.  

§  Assist in obtaining the necessary licenses and insurance required in the business, including bonding.  

§  Determine policies on capitalization of assets, depreciation rates, asset life, and other key asset factors.  

§  Travel to out state offices as required.  

§  Perform other duties as assigned.  

Supervisory Responsibilities:  

This position has direct supervisory responsibility for the top financial position in each region, as well as management personnel in corporate accounting. In this role, the CFO will lead individual contribution through goal setting, performance management, and career management.  

The position reports to the President supports the CEO and Board of Directors as needed.  

Key Qualifications:  

1.     BS in Accounting, Finance or related field. MBA preferred.  

2.     CPA or CMA preferred.  

3.     Ten years (minimum) of comprehensive and progressive executive financial experience in a related industry, structure and operation.  

4.     Demonstrated leadership skills at the executive level.  

5.     Proven managerial abilities, with remote operations management preferred.  

6.     Strong technology and systems abilities.  

7.     Prior experience in acquisition analysis and funding.  

8.     Excellent skills in communications, presentations, problem solving, and teamwork.
